I completely agree with Ed. Like abolishing the grammar school system, all the politics of envy achieves is to make it more difficult for working class bright children.  The idea that middle class parents will send their children to failing comps is hopelessly naïve.  They will focus on the best performing schools in the best areas, making it more difficult for the poorer families to go there. Social engineering rarely works as indeed, assuming this isn't intended which I'm not altogether sure about.
