While I'd take the point that as a general principle education shouldn't be taxed and particularly education for special educational needs, there are some good reasons for the addition of VAT.

Private schools fees have been rising at well above the rate of inflation partly due to the increased ownership in the sector by private equity companies. A 20% VAT increase doesn't necessarily translate into a 20% fee rise because some of the tax is offsettable against supplies so the fee increases resulting may not be that much more than parents have been experiencing for the last few years.

Falling numbers at private schools also mirrors demographic dip in the number of school aged children. In many cases the extra cost to the state will be minimal because children transferring into the state sector will be filling classrooms that might otherwise be empty.

The addition of children from aspirant and more educated parents who will be insisting on higher standards will also have a broader benefit.
