Presumably if one has an electric car and it's charged with energy generated from renewable sources car usage isn't pollution problem? A bigger problem in Putney is presumably  the lack of "car space": either to move or to park? If parking was cheaper or free on the side streets we'd have residents complaining about not being able to park their cars; I assume the higher parking charges than adjacent shopping centres are because that's the effect of market forces and a form of rationing? I can't see it realistic to pedestrianise Putney High Street but making it more pedestrian and cycle friendly would, firstly, encourage those forms of travel and, secondly, discourage traffic from PHS, hopefully, with some moving to public transport rather than to alternative routes. A move to shared deliveries (in future using electric vans), more car sharing and a growth in remote working are other ways of reducing the pressure on " car space"? I'm not saying that's a solution, just throwing some ideas in and noting the pollution model etc is changing and not the only issue as we move from fossil to renewable energy sources. And "high tech" itself isn't a solution unless we considered all aspects ... beware the polluting data centres, I hope this forum isn't producing to any greenhouse gases other than hot air:
