Hello Richard,
I wholeheartedly agree with many points you make. However, you appear to omit the fact that most of the traffic on PHS is not necessarily local. The A3 comes to an end, to say something, at Tibbets Corner.  Cars using the A3 can go on to West Hill or on to Putney Hill then Putney High Street. The closure of Hammersmith Bridge does not help; let us see when Wandsworth Bridge is restricted.
I put my hand up for being a culprit in using my car to go shopping from home next to Putney Heath into Putney. But there is a very good reason why - it is not out of selfishness. There again, I could go and shop anywhere else other than Putney.
Would online shopping delivered to your door be of help?
I would wholeheartedly support a park-and-ride system for Putney. Would that solve the long distance driving into London on the A3?  Barnes certainly does not have this problem.
I am not being difficult on purpose, I promise you.
I can think of trades people.  You need a plumber but no cars can drive near your front door?  They will not come. The same for builders, gardeners, decorators, delivery vans and/or lorries for goods you ordered, etc. 
Shops on the PHS need deliveries (I wish they were before 7am and after 8pm). If it is converted into a pedestrian zone (which sounds lovely), how will the shops get their deliveries? 
We could all perhaps switch to electric cars/vans/lorries (I will within the year), but will there be enough electricity to go round?
We all need to change our habits, totally agreed.  But is it really realistic to expect everybody else to live in the 1800s style?  I think we need solutions for 2020 onwards - and that means employers in London must be very flexible too.
