This sounds like the same white van driver who overtook my neighbour on the same afternoon, just past the Leisure Centre, coming northwards over the bridge on Dryburgh Road. He went past her at speed on the wrong side of the bollards, then drove at speed down Clarendon Drive, and apparently his van was making a terrible noise, as if it was damaged.  My neighbour took his number and reported it to the police. Lets hope they have caught him.
