DON'T BE MADE TO FEEL LIKE YOU NEED TO ASK PERMISSION. The article is typical of several incidents that have been recorded (did you read the responses? 99% were from people horrified at the injustice, plus a few idiots who didn't get it). If you're seriously worried I would ask the police and see how knowledgeable about our rights they are rather than the council. I certainly wouldn't have the confidence of relying on anyone at the council to know the law on this! Asking them the question will provoke a 'covering my arse' answer like you got from them. However, I really don't think you need be so worried. I've taken photos all over London and apart from obviously seemingly sensitive places and private/public areas like the area near the Stock Exchange. I would be surprised if you get stopped. Two words of advice would be that you should try not to look shifty and be very open about what you're doing and if you do get stopped by the police just co-operate, be friendly and don't get defensive, if only for an easy life. The farcical aspect to this is that anyone up to no good need never venture anywhere near Putney. Just use Google Earth and Street View or search on Flickr, Panoramio or any of the other photo album sites.
