| But they don't pretend it is there. They just reduced the Environment Agency's funding so that it couldn't carry out all the testing necessary in order to prove that Environmental Law was being breached. Nothing was being investigated unless there was a lot of sustained fuss being made about it. It could also look as though the selling off of an important monopoly with a guaranteed increasing customer base without keeping enough governmental control over it had been a failure. |
