Your guess was correct. It is a disgrace.

There are number of pdfs of policies that this contractor appears to be in breach of:-

I've completed a complaint and received the following, standard response.

"Thank you for your report which has been forwarded to Wandsworth Council, the Highway Authority responsible for the road where you have highlighted a roadworks problem. They will investigate and action your report. TfL aims to investigate and respond to Roadworks enquiries within 3 full working days, and are working with the Highway Authorities to achieve similar response times. TfL monitors the progress of all reports to help reduce the impact of roadworks in London."
