I think a private individual can do whatever he wants providing he doesn't bring his employers into disrepute.  If he is genuine I am sure he is doing this as an individual and not on behalf of the refuse collection company.  When he called on us he only mentioned being a local dustman to explain why he was collecting in this area.  If he had said he was one of our local doctors would we be ringing someone in the NHS to check?

Surely the answer is never to give anything at your front door e.g. money, sign anything, energy suppliers etc.  Sad but that is life.
