At a guess, a word has dropped off that sentence. Trump probably said:-
“I’m not sure if I’m going to be able to make heaven kowtow".
He's probably trying make one of his "peaces" between heaven and hell.
He is aiming to get the honey contract for heaven, and a share of the coke supply contract for hell.
