50:50 IMO. Cyclist not looking out for hazards and increasing the risk of accidents by riding too fast - self preservation obviously taking a back seat to common sense. Delivery man possibly not taking enough care when moving the wood. If I was the cyclist I'd be blaming myself though. Can't imagine the planks were suddenly thrust into the road quickly.
