Ed. A Diagram would be helpful. It also says this:

"The structure will also provide support for the bridge as well as a safe platform for restoration work to be carried out."

So I'm guessing that the new structure will sit on the old stone (concrete?) piers and will take the load of the existing bridge so it doesn't matter if the pedestals collapse or are removed. (I suppose if the new structure takes the load then the pedestals won't collapse?)
