This topic pops up on here on a monthly basis. We'd all like Putney High street to be better. There are areas such as Barnes that have an upmarket village atmosphere and young areas such as Stoke Newington that also seem to be thriving. I have no ideas about rental costs/rates but if PHS is higher than, for example, Stoke Newington Church street then that is half of your problem. All of the new flats have to be an opportunity but if those new (younger) residents are only buying convenience items in Putney then that is the other half of the problem.
PHS is traffic-choked and ugly, but Lacy road, and URR, (with its wider pavements), could be developed to encourage browsing, as long as independent shops, worth browsing in, find encouraging rent/rates.
