Simon, as I see it the point is that whichever way you view this it's not a good concept insomuch as it either encourages car use into London (as far as Putney or wherever) and just as negatively the article encourages (Richard's main point) people to tarmac or pave over a front garden which causes issues with water run-off into roads and drains. So, bad for traffic and polution and ecologically ill-considered. Nobody has a problem with renting out existing driveways per se as far as I can see. This is the key parahgraph: "Concerns are being raised about the increased number of applications for crossovers by residents of the borough. It is feared that by paving over front gardens to allow cars to be parked off street to avoid increasing resident parking charges there may be a negative effect on the environment." |
