"People who drive to Putney need to" Wrong: many people who drive to Putney do not need to: this is one of the great myths about motoring. Of course some do need to, but many choose to because it's convenient, they do not on any measure need to. You can see this in observing the phenomenon of traffic evaporation: when congestion increases, many are deterred from driving, just as when extra road capacity is provided, more people drive. There is no fixed level of traffic, it varies up or down according to the conditions. |
