Since this monopoly was sold by the government, it has been through a number of owners. Thames Water is currently owned by an Australian owned plc and as such, does not have the powers afforded to the state for compulsory purchase of land.

Please note the operative word in the notice - "reduce".
This multi billion pound venture will not prevent the continuation of Thames Water's practice of deliberately discharging raw sewage into the Thames but would only reduce the quantity discharged.

Just as the sale of this monopoly was deeply flawed, the concept of the current scheme is also deeply flawed. The question should be "How much will it cost to stop Thames Water discharging raw sewage into the Thames?" The EU reckons a fine of a few hundred million should do the trick.
