Good idea for the NHS to redefine the use of "physician associates" in medical practices. Patients need to be informed at the outset about their use. I once was assigned to a female "associate" (she did not tell me she wasn't fully qualified). It was only when she said she could not prescribe a medicine and had to defer to a "proper" doctor that I realised what was happening. Renaming them "physician assistants" might help, but requiring them to wear a special uniform and describe their status in advance would answer the problem. It is not clear to me why and when this type of medic was allowed to practise in the NHS. It sounds like a historical stop-gap measure that was left in place indefinitely.
