Mr Hawkes

"Who let his mother in ?"

I'm not sure as it probably depends on when she migrated here, but I think you can thank the British Empire and Colonialism for that. At onetime, as I understand it, everyone in the Empire was a British Subject and had freedom of movement and right of abode within the Empire territories, including Great Britain and Ireland. In practice this right was mainly exercised by colonialists from Great Britain travelling to colonies to exploit facilities to create wealth for the UK. There was little travel inwards towards the UK as far as I'm aware - I suppose most locls in the colonies didn't have the funds to travel.

A 1948 Act created a new status created and formalised the status of former Empire subjects effectively maintaining the right of abode for the Commonweath and colonies' citizens.

From 1960 the dissipation of the Empire meant legislation gradually reducing the rights of freedom of movement to and abode in the UK for Commonwealth citizens.

However, I think those rights still apply to some overseas territories (Gibraltar, Falkland Islands, etc). And of course, Irish and Crown Dependency Citizens still have right of abode in the UK.

I note that during the Brexit campaign (mentioned just for Sue!) some expressed desire for a return to the "days of the old Empire" - did they really want freedom of movement and right of abode for Commonwealth Citizens? :-) )
