Yes, that's bad, no question about that. But set it beside the number of pedestrians killed or seriously injured by motor vehicles, which was 6088: that means you are 26 times more likely to be killed or seriously injured by a motorised vehicle than by a cyclist. It helps to keep a sense of proportion in this, as in so many things.
