There aren't anything like as many institutions as before as the land has been sold off and Care in the Community was the new model with the NHS and the Councils getting the responsibility together with the families of those suffering these health issues.  With so many legal drugs able to be prescribed (but which often aren't being taken which is often is a part of the problem) it seems this was decided upon as a cheaper method of dealing with the challenges. 

The prisons are overcrowded.  I understand the last Govt didn't build any more although they have been old, overcrowded and understaffed for some time.
