I have just read your post. The same thing happened to myself and a friend about 3 years ago in Hotham Road. From your description, I am pretty sure that it must be the same guy, he probably lives around there. He also spoke to us and when I screamed at him, he ran away. We reported him too but I don't think the police can/will really do anything. Ever since, I have been wondering if I should have done anything different (I was carrying some heavy shopping at the time!) but it does take you by surprise, doesn't it?
