Sue. I agree with you that drawing comparisons with business has limitations because of the positional and financial power in a company (although that does vary depending on organisational culture and structure), but one might think people would be motivated if their lives and those of loved ones depended on it - ok, possibly not if they're psychopaths - but that's why education and explanation are key, enforcement will assist but given there's apparently a large number of unpaid fines anyway I'm not convinced that's the solution. As I said elsewhere, I wonder if the message is being communicated to all sections of society effectively? One of my points was measnt to be that writing clear rules and guidelines isn't always that easy so some education as to what the objective is often helps, but I did say I didn't have the problem of engagement ?? I'll be honest, I'm not necessarily saying I have the answer! 

On a different topic, do you think the three girls walking the dog could have come from the same household?
