There was a programme tonight on TV.  I didn't realise that there was going to be several showing how this works (or doesn't).  A new Minister every year?!

And I completely agree about Age UK having a tremendous amount of information on their website. They can also put you in touch with other charities in your area which suit your needs and can help you.
