I have just had a conversation with Henry Cheung, Head of Engineering (Group 3), Wandsworth Council

Mr Cheung confirmed that he and other council officers have trawled through the files and cannot find any relevant paperwork, ie feasibility, numbers, traffic surveys, justification for the change, approval, sign offs and so on.
There can only be once explanation for this - a deliberate action to remove the evidence as to the real reason for the change of the physical barrier, and to prevent a FOI request from forcing the papers into the open.
Mr Cheung is liasing with Transport for London and has said he will revert when he has more information.
There will be an accident at the junction. Wandsworth will be to blame, and the destruction of the evidence will be damning.
