Tucked away under the “Information on Governance” pages ( https://www.wpcc.org.uk/information-on-governance/governance-documentation ) on the WPCC website are two links. One is to a list of board meetings held since April 2016 showing which Trustees attended the meetings held since then, and the second gives the Agendas since August 2016. This information took me some while to obtain and it was only with the assistance of the ICO that it is available on their website. Unfortunately they continue not to provide minutes. My reason for mentioning this arises from the discussion here about the 7th February board meeting and who was present when they decided to take “no further action” to recoup the £325,000 lost income shown by the valuation in the Daniel Watney RVR. Did they discuss the validity of the curious “50% reduction” in the original estimate to come up with the £325K, which closer inspection shows is unlikely to stand scrutiny? Should we see the legal “guidance” they were considering? I think so. So who was there? Prue Whyte, Keith Luck, Ros Taylor and Shirley Gillbe, and the Chief Executive and other staff who participate but do not vote. Two other Trustees - Sir Ian Andrews and Derek Frampton attended the meeting but recused themselves from the part of the meeting considering the RVR as well as the Charles Russell Streetly advice. It is somewhat surprising that Ros Taylor, who was a member of the board when the easement was eventually signed, did not join the other two conflicted Conservators and leave as well. So then there were only four, with John Cameron prevented from attending and myself having resigned two years earlier. In February 2015 five elected Trustees and three appointed made a total of eight. So only half the board had survived to take a major decision. Mind you the two “conflicted Conservators” rejoined to discuss the continuing exclusion of John Cameron. By cross-referencing the attendance listing you will see that he has been unable to attend meetings for a full year. The suggestion made by the Chairman at the Annual Meeting that he has only been excluded from matters related to Putney Hospital is complete rubbish. We also know, now that a loss has been confirmed, that Sir Ian Andrews, Derek Frampton and Ros Taylor were conflicted all along. It was those three who should have been excluded from the moment it became clear that they had not commissioned a QSR in 2012 and failed to follow charity law. The next election is due to be held in February next year. Hopefully the Putney Society will be holding a hustings so we can question any of the present Conservators who decide to re-run so they can explain. As if. Nick |
