Given the threat to Eddie Catz which this planning application poses, it is worth noting that in the council's Local Plan, the Site Specific Allocations Document says that this site is suitable for retail and 'other town centre uses such as leisure, entertainment, cultural, business, residential and replacement office floor space'. In my view, it cannot be acceptable, therefore, that the planning application on this site proposes only retail and residential use in the proposed new building.  This is a core town centre site.  The development should provide, as have all the other new developments currently being built along the Upper Richmond Road, a first floor of business/commercial space.  The present building on this site has such space - in part occupied by Eddie Catz. It ought to be possible for Eddie Catz (and other business users) to continue to operate on this site in the future. British Land's plans need to be changed to provide for this.
