| Labour understands that the possibility of getting an under the counter job is a pull factor for illegal migrants. But it fears that targeting migrants might be seen as xenophobic or racist and would be resisted by its own backbenchers. So it came up with the crazy idea of imposing a digital ID card on everyone. Labour has now realised that a compulsory system would be prohibitively expensive and would probably not reduce the number of people working illegally. Hence the U-turn. |
