| Yes, it looks like it. So far, anyway. "the U.S.-led Coalition Provisional Authority (CPA) disbanded Iraq's existing military and Ba'athist-linked security forces after Saddam Hussein's fall in 2003, but simultaneously tried to build new Iraqi police and defence units, creating a security vacuum that fuelled the insurgency. This controversial move, intended to remove Saddam's loyalists, left many soldiers unemployed and led to the creation of new, often locally recruited, forces that struggled with corruption and tribal loyalties, making them ineffective and sometimes part of the problem." |
