Am puzzled by arrangements re collections in West Putney. Today I put out a rubbish bin for collection, but half of the rubbish was left behind still inside the bin. I went online to report, but the template doesn't cover rubbish bins - only various types of plastic sacks. Are bins still acceptable? Also, the bin I used was                                                                                                             a new one - the old one having disappeared without trace from the street two weeks ago. Who took it away? In the Council trying to tell me something?
