Shocking news. Bike theft is one of the biggest barriers to cycling. I came to the conclusion a while ago that personal ownership and use is being passively discouraged. Besides the thieves the hire companies benefit. Is the government too close to the hire companies financial backers I wonder?? Difficult to find any other logic to the lack of enforcement around cycling be it bike theft or enforcing the highway code.
