It's interesting that the only London council with even more highly paid 'executives' than Wandsworth is Barnet. Both councils are at the leading edge of a philosophy of local Government where 'small is better'; and where the private sector is believed to perform everything more efficiently than can the public sector. This is why so much is outsourced. However, if all of the day to day management of so many services is being performed by other private management teams what are the heads of the Council departments actually doing ? Surely no more than annual service definition, contract negotiation and then some overall supervision. No messy dealings with day to day costs, staff management and customer service. So what challenges are they taking on each day to deserve such remuneration ? What risks are they running for none are ever sacked, especially in a council like Wandsworth which is happy with the outsourced approach and will always be re-elected. Surely our councillors have these officials over a barrel and in a market economy should be squeezing their wages. These are not political points but serious questions.
