| I think one of the worst aspects of this proposal is that it removes an incentive for a council to achieve any economies. Wandsworth will feel that any savings they achieve will be passed onto another council and the other councils will know that their shortfalls will be picked up by councils that are either better run or enjoy better demographics. |
