'Where are states 'granted rights'?'

States have emerged over the millennia of history.

Often, perhaps mostly, through warfare but also from less violent political dispute.

Is this not how the homeland of your recent ancestors came about in 1861 ?

Do you question the fact that Italy has rights ?

None the less most states are now accepted as such, each having a  common set of rights and recognised as a state in the widest sense, not least by the UN, the nearest we have to some supra world government.

I note you seem to think differently.

The rights they have allow them self-government and self-defence against attacks from other states that wish them ill.

The UK, your own country, exercised these rights in WWII when under threat of annihilation by German fascists.

It is the same right now being exercised by Israel against fascist Palestinians.
