Im not sure how congestion in London varies from other cities in the UK. In the post I made about the Oxford ZEZ I think I noted I could see these schemes becoming common in the UK's cities. Perhaps the pollution isn't bad enough in towns and villages to justify the infrastructure costs. Of course, one could add tax to diesel or petrol but I think that idea has already slipped from favour? If the funds are used to subsidise public transport I'm OK with the CC, ULEZ, etc (and I'd include cheap or free taxis for people with mobility problems in that, and perhaps even funds for assists purchasing of EVs with trade in of non compliant vehicles) but I agree better transparency of how money is allocated would be good. I don't claim to have a solution but congestion, poor air quality, climate change need to be addressed.

The boundary seems to be pragmatic or arbitrary based on road configuration and use rather than pollution levels, but isn't that the case for the current CC and ULEZ?
